Steam CMD Community Server on Windows with a password
Using SteamCMD for a Palworld Server on Windows with a password : Palworld servers are not cross platform. Only on Steam for now. If you want to password protect your server you have to set it up as a Community Server. To do that you have to create a shortcut of the palworld.exe and enter "EPICApp=PalServer" at the end of the Target string by right clicking on the shortcut. (don't forget to change your startpalserver.bat to point to the shortcut and not the palworld.exe if you created one)

The Community Server "browser" is hosed at the moment so you have to sort through pages and pages of servers to find yours, click on it and enter the password.

OR use direct IP/port connect.
However, If you connect direct through IP/port there is a bug where you can not enter a password.

The workaround is:
leave the password blank in the "PalWorldSettings.ini" file,
direct connect using IP/port,
exit game,
shut down the server,
change the ini to the password you want,
start the server,
enter the game,
click on recent servers,
wait (a while),
server will pop up,
connect,
password prompt,
enter password,
you're in.

The problem with that is giving everyone else your personal IP/port. You also have to get every player you want in first without a password then change the ini with the password you want and restart the server... not ideal.
So pretty much, give the IP/port details to people you trust or wait until there's a proper fix for the Community servers browser.

OR just have no password at all and have everyone direct connect using an IP/port.

Hope this helps some people and I didn't screw anything up there because it's a lot of confusing (and lacking) details on the internets so far. However I do not own the game and was able to get people on to my dedicated server with a password this way.

I can only connect to my serve throuhg private ip but not public ip , why is that you think?

Portforward and add inbound rules on your firewall? Maybe have others outside your network use your public IP.

There is a way to connect to password protected servers without taking these extra steps. Adding password=yourpasswordhere to the direct connect string works like a charm. So it would look something like this:

127.0.0.1:8211 password=letmein

I have not had an issue with people connecting this way, at least until there is a proper fix in place.

Is it possible this is only working on locally hosted machines. Doesn't seem to be working for our server which is ......nitrado hosted.. 'I SWEAR I DIDN'T CHOOSE THEM'
