Regarding changing the resolution after windowed mode

My desktop resolution is 1920x1080. When I run the game in windowed mode and change the game resolution to 1280x720, it just shrinks the window. After enlarging the window, there is no change in the visual quality. Is this normal?
I want to lower the resolution for smoother gameplay

I’m not sure if that’s normal but it’s what I experienced as well. I found if I changed the resolution that windows was running at I could run pal world at that same resolution In full screen mode, instead of playing in windowed mode. It’s not ideal but it’s the best fix I’ve been able to find.
