In your firewall settings, make sure you allow both PALWORLD and PAL to access both private and public networks. this instantly fixed the issue I myself had

I can only find Palword.exe, no Pal.exe

I ended up turning off windows defender for a min then tried to create the world after it let me i turned it back on and it seemed to let me create another one. I tried adding public to pal as in original comment it didn't seem to work for me.

Not being able to host multiplayer sessions is an issue on the developers end and they are aware of the issue and are working on it. I did what they said and tried like 4-5 times in a row and got lucky and got in on my last try the other day. They sold so many copies of the game that their external vendor servers are overwhelmed. They are trying to find a solution so hang in there. I'm not entirely sure why "hosting" our own servers through co-op is affected because of it, but it is unfortunately.

pal is "x:\SteamLibrary\steamapps\common\Palworld\Pal\Binaries\Win64\Palworld-Win64-Shipping.exe" you will likely need to add it.

This. Just keep trying and it should eventually work. It's a bit jank.

None of those worked for me. When my friend tried to join the firewall popped up and immediately went away and would let me accept it.
