I also encountered this issue where my Foxparks, despite kindling being the only task it could perform, wasn't kindling my forge. Restarting will sort of fix the issue, but in my experience it won't be more than a few minutes before it breaks again.
It does take breaks a lot though, or gets distracted and runs off to eat or something but it does get around to cooking and smelting.
I've had a few of them stuck walking the edge of the base line and doing nothing. Not even sure what they're attempting to go do when they go over there in the first place since where I setup there's literally nothing over where they get stuck.
How do you move objects in the base? I don't see an option for it. am i dumb or is there a way to do it?
You get a full refund for deconstructing stuff in your base... so you "move" stuff by deconstructing it and rebuilding it somewhere else
As was already stated, you can dismantle for a full refund. Simply press "C" while in the build menu, and you'll switch to dismantling. Click the work station and the resources used to build it will be placed in your inventory, along with any resources that were set aside for ongoing work orders. Since ore is pretty heavy you may need to drop it after dismantling the Forge before you can move around.
