Outdoors, I have not had much trouble. Just stand far enough back so that you or another Pal does not overlap with the stair's airspace. It helps to put away the "always out" companion Pals, like collared Daedream, because they tend to want to stand in front of you.
It's still far from perfect but seems better having tried different angles of placement.
This works for me. Place the roof piece you want to connect yours stairs too then with stairs selected, look at the edge of the roof piece you want to connect the stairs too and for me the stairs snapped to the edge then. Hope it helps
I was just about to post this same solution.
I had the same issue on a beach. It seems if you’re at sea level and build the foundation as low as possible, the stairs simply won’t work as a ramp connecting the foundation to the ground. Had the same issue in three locations before figuring it out. Raise the foundation some and it solves the issue.
Also you can stack walls on walls to raise height to cause further shenanigans.
When trying to place stairs next to a foundation connecting to the ground, you need to first add a wall blocking it. Only THEN can you actually see/place stairs there.
