If you choose to do a dedicate server, It'd be fairly easy to check logs and slap him down via admin controls.
If there are official servers (Like how Conan Exiles does for example), You could choose to play there and use the threat of bans to keep him in line.
Valheim is stupid easy to hack your character because you can use your offline/solo character in multiplayer servers.
Hell, Even on a server, most mods will work for clients without any auth or checks from the server. That game is incredibly mod friendly.
So far, There isnt news of modding that im aware of. So any cheats would have to be literal cheat engine stuff.

And after that, if he still does it, that's the point at which you need to choose better friends because he'd just have shown how little he thinks of you.
That said, I'm not saying to reconsider the friendship because he cheats. I'm saying to reconsider the friendship because you just said he blatantly lies about it and still does it after being asked to stop. The fact that you literally cant play certain types of games with him because it's an actual issue is the only answer you need, and you're already backing off of him for a reason.
THAT SAID. I don't think we yet have any confirmation on rather or not there will be VAC or Anti-Cheat or anything along those lines. However, we DO know that the 4 player coop is peer-to-peer and that the servers will be dedicated hosting by players.
So it's INCREDIBLY unlikely that you will be able to get banned; and even if they do have a system to ban people there's a 99% chance that the banning system will ONLY apply to official dedicated servers, if any of those even exist.
So, yes, you should be fine to invite your friend... But honestly the fact that you have to avoid playing with him, and that he doesn't respect other people's wishes, is really something to think about. At the very least the friend group needs to have a serious talk with him.

Play with people that make the game enjoyable for you.
