Indeed, Steam Workshop will later be introduced, and I believe they are welcome for modders to mod the game.
I myself, would find it hilarious to see both Digimon and Pokemon in the game - after all, modders have added these in various games (Minecraft, ARK, etc).

they know MODs is going to drown this game in waaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaay more money, it's an easy BUCKET of cash for them.

Surreeee your asking for a friend your not fooling anyone :P. I suspect it won't take too long though once they figure out how to mod the game. I personally don't care for those sorts of mods, but hey its your game, you do you, its none of my business and as long as you don't make it my business I don't really care what kind of mods someone uses on their game.

there has been pokemon mods for years now at ark so yes most likely.
