(I don't mean to sound contrary, sorry)
Turn shadows to low and enjoy getting 20-30 more FPS with everything else on High/Epic, you don't even need help from upscaling modes. It's insane how much impact shadows have for me, more than any other setting. The compromise is shadows have gradual transition instead of sharp edges, it's almost more realistic this way tbh.
If you are really interested in some pointers on how to get your games to run better you need to provide us w/ some information. For example a DxDiag (DirectX Diagnostic Report) which will help us see what is going on w/ your PC.
On the other hand simply make sure you are not over using your PC's resources by running more than just the game itself. I understand it's all the rage to have YouTube, streaming your game on Discord, etc... but these eat up resources (CPU, GPU, RAM, Etc). Slowing down your computer's ability to perform running the games you enjoy.
Also make sure not just your GPU drivers are up to date but also the Motherboard's Bios & chipset drivers are up to date. The chipset and bios are the most common over looked that also need to be updated.
In addition make sure you have your RAM's XMP profile turned on in your motherboard Bios. And if you are overclocking the CPU try disabling the overclock. Sometimes overclocking can have a negative effect instead a positive one.
One last thing I noticed that may be adding to the problem but not the full issue. In my opinion, your i5-12400F can cause about 10-15% bottleneck when using the RTX 3070 with it. It's not a good match due to the processor . I would suggest a processor upgrade.
