Arrr me mateys.
Reading this discussion got me curious, it seems this is actually a common problem for GP games after all, its not just this one. I guess extra work is needed with MS store to add such features since by default its optimized for AMD hardware given the Xbox hardware support as a play anywhere title? Seems its possible to add as Hellblade and No man's sky added DLSS later but I guess you need the technical know-how to make it possible through extra work.
Gamepass Games that don't have it:

"I literally just downloaded FIST and Sword and Fairy since they're leaving game pass and it's the exact same situation with both of those games. They support ray tracing and DLSS on steam, but not on game pass. I had no idea this was common. ..."
It seems The Ascent didn't have DLSS at launch on Gamepass but steam did.

And lastly even Starfield had this issue in some form.

Hope the devs figure something out. They should at least remove any mention of it from the Gamepass version given some may be misled.

Possibly even Forza but now fixed?

So it looks like this is a big issue after all. I guess most devs just let the xbox console version or rather in the general sense have a Universal Microsoft "but largely Xbox targeted" version run on PC MS store with a few extra graphic settings but not direct full PC version in most cases due to extra limitations and/or more work of being a UWP app? I'm not a dev so I may be completely off base here so take this as you will. Whatever the case I'm gonna guess this dev is regrettably too small to be able to invest time and energy into the extra work for the PC game pass version to add DLSS manually rather than traditionally supported dev tools.

Edit: I will add that I'll still try the game on Gamepass for Series x later this week. It looks interesting. I kinda have to run it there as I can't imagine my gtx 1060 running this game at an enjoyable level, if at all, especially looking at the min specs and seeing people here talk about the need for DLSS.
Edit2: Final edit as my text is becoming bloated by repeat reply’s. This comment I found in a Reddit thread based on this discussion explains things better than I can and more concisely.

Also I don't understand complains on steam community forum? Steam version is ok.
If you don't like it this way please stop using gamepass and buy the game.
^
Had i known up front i would have bought the superior version of the game on Steam.
With a game like this that is essentially an immersive walking sim the visuals and fidelity are everything. So to know i'm playing a version that performs and looks worse is frustrating.
