mod i0 never works.

Are you playing on Steam Deck by any chance? Mods won't download on the Linux version of the game on the Deck for some reason. If that's the case, forcing the game to use Proton so it switches to the Windows version will work around the problem.
This guide also worked for me, so it's another option.
