Is there a way/button to reduce the range of the scarlet hoe for example to a single tile?
I love the 5x5 range but sometimes I just want to pick something from a single tile without cutting other things around

Currently no way to do this. The only solution would be to use more than one hoe. I haven't yet had a reason to use a lesser hoe. My farm plots are 3x# with a space between rows, so there's no overlap.
It would be an interesting QOL change if you had the ability to alter the area you till/harvest though.
