It is.
At least, on XBox. (I play on that, for now, but will also buy Core Keeper on Steam when I get a new rig)
I have been reluctant to post a [Bug Report] here because I do not know if the devs would want it known. And, I just do not feel like signing up for yet another game-dev website or having to use an alt email. (If they're looking for dupe-bugs, they likely already know, since it's a sort of obvious mechanic.)
I have duped items, first accidentally and then with a test.
To loosely describe it, what I tested only works with equipped items. And, no, once I confirmed it I didn't see any reason why I should use it - It would reduce my enjoyment of the game for very limited benefits. (Single-player)
Because of how it is done, I don't see why it wouldn't be the same issue on all platforms. There is one possible reason why it may not, but I can't test it atm.
The best cope I could come up with for why it's like this is that they don't intend everyone to use every weapon type or play ranged (so maybe one person has Rune Song, one has Phantom Spark, etc.), but that only makes sense to 4 players (setting aside that Magic and Summoning lack legendary weapons right now) or so and the trailer advertises like 8 players, so of course you're bound to run into repeats. Plus I think they actually do intend you to use multiple combat styles since the skills of some benefit the other.
I will say that I didn't end up using Phantom Spark much after getting it, though. Throwing Daggers and Ricochet Shuriken seem better in a lot of ways, though of course the infinite durability of the legendary weapons is very very nice. I'm actually hoping they buff Phantom Spark so it's more clearly the best. I wish the attack speed was a bit higher on it.
One way I've found by accident to dupe items is that if you die on a dedicated server and your game crashes within a minute or so of you respawning, your inventory gets rolled back to before you died, and your grave is also still placed on the server (so everything minus your hotbar is duped). I'm guessing you could manually reproduce this behavior by force-quitting your game or something. You could probably do something like this in the other direction as well where the one running the server kills it, as the server also only saves every minute or so. So you could place the item in a chest, let it sit for at least a minute, have someone take it out, then kill the server and restart it and it should be back in the chest while also being in the player's inventory.
If you're duping things I would personally suggest you dupe the crafting materials for Phantom Spark and not the weapon itself, because there's an achievement for crafting it and you'll be screwing your friends out of getting it if you're the only one who did the actual crafting.
FYI there is no needed sign-up and it's optional to give them an email or any other contact info on the bug report form. The required fields are marked with a red asterisk and are things like the game version and what the actual issue you found was. I highly encourage you to report bugs.
