It prevents those encounters from becoming so very mundane when farming them.
I would agree that for bosses that require elaborate summoning materials, those may need to be tweaked a bit - The player is paying a substantial cost, already, to be able to "farm" them.
But, for design, putting a respawn timer on them does help to increase the value of the encounter, whether or not you may find it frustrating. :)
If you're farming them that easily and that quickly, it's probably time to move on, anyway. Otherwise, you could easily occupy that time doing other things in that biome/zone. So, considering that point... it's really not that terrible.

and you don't "move on" from bosses, many bosses have important drops, for example, if I want an azeos dash feather, I have to farm azeos, and late game, the fight is 10-15 seconds, waiting 6 min between fights is a slog
I'm all for giving the player more choice and control over how they play. If a player wants to do nothing but grind bosses all the time, the game should let them.
And to bring up a point I think is crucial here again - you already can repeatedly spawn some bosses over and over again. I just don't get why you can do that for SOME bosses but not all of them. Why the difference?
