Burrowing stalker?

What is this thing? I can't figure out how to interact with it.
It randomly comes by, burrowing underground, wherever I am.
I tried mining, digging, attacking.

there are 2 boss enemys at the ocean biome that need some kind of "lure" to interact, otherwise they just cruise around

This ocean boss is all the way on the other side of the map in azeos wilderness, in the starting area, anywhere else I go?

starting area is strange, but the 3 outer biomes each have one of these

Oh, so they're not the same one? I thought it was the same one that just zips by at times.
