Actually, I just realized that it doesn’t seem like I can reassign any actions. The non- trigger buttons work in game, I can move around, go into inventory, etc. But, the triggers have no response.
As for binding controls, make sure you have the right controller selected at the top of the controls screen. I'm playing on Steam Deck and it seems to default to internal controls instead of my external controller I'm using, and both are called Steam Virtual Input or something like that, so can't tell them apart other than that when rebinding it won't detect what I press if I have the wrong one selected.
If you still can't get it to work, file a bug report here:

PS4/PS5 controllers must be connected by usb cable at all times
problem: the adaptive Mouse/Keyboard is trying to overrite the Gamepad due to mouse/keyboard movement, removing the device (mouse + keyboard) is a temporary solution
If the triggers aren’t working, I completely exit the game. Then, ensure the controller is connected before the game is started, start the game without touching any other input besides the primary controller I want to use, then the triggers work for me.
edit: Using an xbox elite 2 controller. I want to add, when the triggers stop working, the left stick also stops working. Clearly a bug, because the stick still works in in-game menus, but will not move the character. Most commonly seems to happen if I leave the game open during Sleep mode, then come back to it later. Restarting the game fixes the issue for me.
