when they think its worth their time as time is money

also tends to depend on negotiations
as console to console or console to pc

some times they will refuse to do so without getting some benefits or allow it to happen

as your looking at multiple party's
only one i recall that actually happened was destiny (after that every time a game tried tend to here so crazy demands from one side or other that would favor ether devs or console maker in a unfair way to allow cross play
due to work that needs put in from one side or other to get it to work right

but in gamepass case as if i recall it was a microsoft xbox issue odds are never as they dont think its worth time to fix (even tho a ton of games would benefit from it)

I don't understand this. I want play cross-play with Xbox-Pc and i can´t do this. Xbox all the time keep telling "oh, you can play your console games in pc" but the multiplayer don´t work like it should. I had a problem like this with astroneer, because i can´t cross-play if i downloaded the game in xbox app, i have to download in MS store, what doens´t make any sense.
