There's a way to get them waaaaay before you can acquire that kind of mining damage. I'm not sure if it's intentional and it might be a turn off for some, so here's a spoiler:
You can pick it up with the basic stationary drills. Use two or three, though. A single one doesn't seem to tick fast enough to get it to break.
Scarlet drill - as of now - seems basically pointless.
Just use crude drill for everything. Including this. Including ore mining.
I am like 60% sure being able to do this with the waypoint is not totally intentional? It seems odd. But maybe it is intentional, who knows.

Not sure, because basic drills often put out more than scarlet.
It's obviously chance-based because not all stacks are the same when I go to collect.
