Report a translation problem
(Steam client->Rclick->Properties->Browse local files)
Nuke the directory for the game.
Verify files via same menus.
Check and see if fixed.
If not, youll need to manually nuke your mod files and verify again.
(Remember workshop content is downloaded and verified AFTER core game files. Wait after verify to allow time for workshop to scan and download.)
Timeouts == incorrect port forwarding or networking configuration on hosts end.
If YOU can join host and host in on same LAN; almost guarunteed PortForward issue.
If NOBODY can connect, Server/config/PF issue.
Remember, this game requires you to put hosts IP into the configs to get broadcasting the server properly. Verify your PUBLIC IP is correct in the config.

from host machine before verify!!!
Migrate them into their proper server directory after verification.
Likely issue for 2nd post is you forgot to reset public IP in config.
Thems my best guesses.
This works for other games too. Steam has been having an issue corrupting games, failing to find/fix corruption then you end up with mismatched files despite having same game version.
Manual nuke/reset is only option and if problem persists, youll have to delete the whole steam library and reinitialize it. (Repair is 50/50 sometimes it works, sometimes it makes it worse, sometimes it does nothing.)
These are strange problems.
Id suggest as before- delete the directories (including servers, minus saves file if applicable) and copy the two files as above, reset your public IP and see if the game will load.
If it does not, refer to the save corruption bug and see if it applies and if you can recover the save. Info on that when you login on the popup.
I had no issues reloading or migrating a save from those two versions so I can minimally attest that I didnt have such an issue.
PF 8212 is the critical port for function. (I set for TCP/UDP but I think it only wants UDP)
Palworld also attempts to bind 27015 but idk why. I have 27015 blocked and 8212 forwarded and it works fine but we join by IP:Port
(Also must add public IP as previously mentioned to the config)
