when a tool has 0 durability and is red, i can still use it.

I believe when a tool or weapon breaks, your character just switches to using their fists instead.

You can't still use a tool with 0 durability. You'll swap to fists or it will automatically pull in another similar tool from your pack.

You can repair weapons with zero durability versus having to craft another one. Saves on resources.

You can also recycle a a tool or weapon with zero durability for a significant amount of resources. So don't trash it unless you really need the space or have so many resources it doesn't matter

Salvage returned is reduced the lower the durability of the item is. It even says it right in the tooltip.
