Delay Circuit doesn't delay

I put down a delay circuit and it sends constant power, not interval power. I can't figure any way to adjust the delay...

Put down a logic circuit, with a delay circuit on one side (pointing towards it) and an electricity stick on the other side. Then, put down a generator at the back of the logic circuit, and connect the logic circuit up to the delay circuit with wires (on the opposite side to the generator) - this side will be your output.

From the output, you can put down another logic circuit with a lever next to it - This will allow you to turn off the output (remember, levers and pressure plates provide a small amount of power, which can cause unintended side-effects if not wired one-way like this).
