how do i get this? hes lvl 30 do i just level him up more or what?

I don't remember if Bullet Spray is one of them, but at certain point in the game, you unlock the ability to boost character stats using points earned by leveling up, completing goals, and finding landmarks on the map. After you spend so many points (off hand, I think it's under Abilities in the menu) on a character, you start getting new skills.
