Changing Weather in Battle?

Am I doing something wrong? I was able to do it during the story boss tutorial, but I no longer can do it.

You can only do it for a few specific bosses, which definitely is not how I was thinking it would work after that boss either.

Which is weird, considering there are a few mini bosses that have massive buff due to weather (looking at the gargole that gets +50% ATK in the Rain).

Stat buffs aren't much of an issue given how easily you can debuff enemies to the ground now that buffs and statuses work in stacks instead of overwriting previous ones.
The bosses where you can use it are bosses that get some very dangerous attacks when in a specific weather.
