The plague is psychic so culexus is immunne.
I got a knight with immune to plague armor. They both stay near the hive weeding the reinforcements., very close to each other, at max 2 or 3 squares in distance.
Other 2 knights go around killing the germs with 5 to 10 squares in diference.
The germ rain only happens on the culexus and justicar pair. They take no damage and can hold well the reinforcements.
I seriously just save-scum to skip hive missions because they are just awful and way too difficult compared to missions around them.
Look at X-Com 2 for clues.

similar to what I;m doing, only I don't have the Cullexus yet. I have my Callidus and Vindicare that I can set to 90% res (for general resistance) and then I have a strat that gives us 100% res for 3 turns.
Hoping this will help. The first time I did it I just healed, but now I'm coming back better armed to deal with it. Hopefully can get through without needing heals.
I'll definitely trey out your strat next time, as will have Cullexus by then, and I already have the Terminator armour with the Plagues res on it.
Got four germs but having to circle around the spreader to get the fifth was impossible. Didn't even get close, with heal strategems, Crowe, a Cullexus assassin (tried many squad make-ups). As I said, it was "Game over, man".
Some find it easy, but bugger me I found it a terribly designed mission, with raining plague, buffed enemies that took 5 hits to go down, plague marines that moved in between my moves, killing a knight trying to heal, and my Knights in their paper-thin Aegis armour.
This is where my campaign ended, after many, many tries. Didn't expect an impossible mission on Merciful.
AoE got to you? Have you considered a Paladin? With a proper Armor(say, "Venerable") and a good Shield(say, "Guardian of Mankind" or "Soulguard" are both very good here), you can tank ARMIES(no, really, I once tanked like 4 late game groups with him, oh and one Technophage reinforcement, for a good measure!). Or you can go for full damage and use Ranged(Psycannon?) + Fury. Really amazing.
It's the one class everyone sleeps on.
edit: On Merciful? This is where a Paladin ABSOLUTELY SHINES!
Immune GK and Culexus stay close to the Spreader and the other two take care of the rest. Last time I took an Interceptor and Callidus for this.
For me, there is too much of this game left for the player to discover, much of it too late in the game.
I know many of you play Legendary, Grand Master and all that super high level stuff, and I used to too...35 years ago. So Merciful is the hardest for me, as the game is not friendly to the new player and the Knights are far too weak compared with the lore.
