Day 700 and no librarian?
I have maxed out the game and basically seeing it out now - but i have not had a librarian come up for selection when completing missions or through through Kai.
I had a dude promoted to Paladin and i selected a Chaplain from Kai when he rewarded you for something, though i didn't expect that this would be over getting a librarian?

Anyone else experienced the same?

I never got a Paladin offered to me in a campaign of more than 800 days as well, I guess the chance to get all of them is not all that high.

I got offered the Paladin quest twice and turned it down twice as well. Paladin is the only advanced class I do not want. I took a Librarian as reward from Kai. I never bothered to invest requisition in the recruitment part of the armory because I don't want to deal with bad pre-built recruits because getting a respec is too complicated.

I am near the end of the game (around day 600 I think). This is more or less my biggest gripe with the game: You can't really get advanced classes if you don't want to deal with the weird respec they implemented.

I know it's neither new nor innovative but why not having an option to send level 9 knights on a (fairly lengthy) trip to Titan or something to earn their advanced class which they start at level 1 again? This would give me a reason to gain XP again. After having two fully leveled teams I simply stopped caring about leveling the rest.

The only way to reliably get the classes you want is through save scumming. Save before mission events pop up and see what each one rewards.

I am likely off track. Myself I never take the Paladin quest. I wait for the GrandMaster to FINELY give me a choice of the 4 new builds. Now at day 1,641. I have 7 Librarians.

I found that choosing the missions depending on the class offered (more than any other consideration) was enough to get me at least 2 of each class (I had to stop taking application because I didn't research larger barrack space).

It's about luck. I have found at least 3 missions (that I remember) rewarding librarians during my playthrough.

You can get Advanced classes from recruiting through barracks.
After every mission attempt to recruit and see what you get. You don't need to accept the recruit.
