And yes & no for the heavy weapon 1 handed : you can't by default with a terminator armor BUT if you take the skill (justicar has it and also an advanced class has it too) that allows you to equip one you'll be able to wield a psycanon and a sword ;)
And yes a heavy weapon is always better than a storm bolter.

Terminator trades the ability to climb up small walls in the games pathing for more defense. Generally if you can terminator armor it's always going to be the armor you want to go with.
The interceptors that would benefit from being able to climb generally are going to use that point of AP to warp to wherever they need to go.
Which is better depends on how much you get shot. If you regularly wipe out enemy patrols without them getting a turn then terminator armour is pointless. Otherwise a couple levels in ageis shield well make a very tanky knight.
For me at least I have found that higher level terminator armour seems to offer better bonus' but that could be RNG bias too so YMMV.
I should have said, I understand you have to 1st unlock termi armour, then the relevant skill to use a heavy weapon. I've got enough upgrade points now to unlock psycannons for my main Justicar.
In what circumstances would a bolter be better than a psycannon? They have the same range and ammo count. The cannon hits harder and has some utility with its special attack
If course that's from a mechanics standpoint. Rule of cool says to put psycannons on your justicars.
Unlike Dawn of War 2 however, terminator doesn't grant you immunity to pinned. But it does provide immunity to knockback.
IMO unlocking the psycannon for Justicars is a waste of skill points. They are low ammo and there are plenty of excellent storm bolters, like ones that can +1/+2 stun or armor piercing on psybolts. Or extra range. And more - I got one that has a chance to make the enemy attack its allies.
But if you want do it for "rule of cool", then sure. In that case definitely get the perk of "50% chance to free reload when out of ammo.
If you find yourself in a situation where you have to rely on armor you're doing it wrong.
i wouldn't say that. I've found some pretty attractive storm bolter.
It really comes down to the weapon's special traits. I have a storm bother with 14 range, a 6 round clip and "Target Body Parts on Crit" that allows me to shoot arms off and disable enemy skills and I wouldn't trade it for anything. I put in on a Purgator who has effectively 85% crit chance without using warp and that guy shreds every single enemy in the game other than the one Seed boss with auto block on ranged attacks.
When he is with a Justicar and gets the 3AP boost he permanently remove the melee or ranged weapon of every enemy in range.
Granted, still not as badass and my warp strike interceptor.
But I usually find my self using a Justicar in terminator armour as a armoured tank/bullet sponge. Leading the charge into the fray.
Plus it looks bad ass
It entirely depends on which Tier 3 weapons you have available.
On average, a psycannon deals more damage, but has a smaller magazine.
However these considerations are pointless since at the end of the day it will be completely up to which master-crafted weapons you have found.
If you have good master-crafted bolters, then they are better than your base psycannons. It's up to the RNG and to you to grab them when they pop up.
Regular loyalist power armour is 0, which is same as unarmoured chaos cultist wearing loincloth?
It looks cool when you kick a blastdoor open with your armoured boot while wearing a power armour...and then see an unaugmented, unarmoured chaos cultist do same on the next reinforced blastdoor?
