Weird, with a like config 5900X-32GB RAM-3080-WD NVMe I never go below 50fps in battles, and scenes are all synced at 60 or 120 fps
The performance issues are just due to the game engine not being able to display the game efficiently and dropping frames when excessive objects are on screen. As soon as you get to an map edge the frame rate is always maxed. That is a sure fire sign of excessive rendering for the engine, particularly as its not even using all my GPU or CPU resources.
i have a ryzen 2600, and its always maxed on all cores(90%) i have a 6600xt between 50% and 80%, lowering the setting doesnt change anything much in fps, this game has cpu problems, not gpu problems(gpu usage is still bad optimized for these graphics)!!!, engine cant handle many enemies and big maps graphics(something cpu related), i guess everything is rendered or something, even if u dont see/activate them, but it gets better when u kill enough enemies
for fps problems under 40fps, did u guys try deacivate 4g decoding and resize Bar in Bios like another forumthread suggested,
razor app can help max out your cpu usage in games(u only see the real cpu usage if u deactivate smt/hyperthreading)
game is very bad optimized, like all xcom like games after release(except gears tacticts)
