Yup, the expansion pass only includes Nemesis #1 and #2.
They definitely deserve money for extra work, but the pass should cover that.
Especially if the pass is more expensive than the actual game.

I purchased the Expansion Pass on the recent Spring Sale, and was glad to do so. While TECHNICALLY, the EP says it only includes Nemesis #1 and #2, it's still a bad look to release DLC not covered by the EP before all the EP's content is delivered.

If SOUTHAG were already released, I'd have no problem with Nemesis #3 not being included, but it isn't. It's just not worth the PR hit to rinse players for an extra $6 CAD.

Nemesis DLCs are purposedly, and explicitely, made in order to have new content released between the major expansion (vanilla game --> NORTHAG --> SOUTHAG) which take time to produce.
Waiting for all of them to be live to release Nemesis DLC would defy their very purpose ... and leave the game without new content for months between each major expansions.

Oh, I fully understand that it doesn't make sense to sit on Nemesis #3 if it's already finished. I'm just explaining why a lot of players feel like Nemesis #3 is rubbing them the wrong way; because of the implied "contract" that buying a "Season Pass" gets you any paid content between the game's release and the final EP item being delivered.

below mid tier dlc with like a handful of unique units not really missing out on much tbh it comes across like the content could've been in the base game. but i do want to see what they do with the nemesis 4 dlc

... but there's nothing "implied" in the Expansion Pass, its Steam page explicitely reads:

Question is why dont you use the time to deliver the already paid content and you spend time to work on something new.

I fully understand the DLC strategy. But the fact you're using the term "Expansion Pass" to describe both the current incomplete pass and the future state complete pass means yes, there's definitely some room for confusion.

Because what takes time on NORTHAG/SOUTHAG are Army General campaigns & operations, which require scripting, testing, modifyig, testing again, etc.

Modelizing units and balancing a division requires less time and less people. SOUTHAG wouldn't go faster without Nemesis interspersed, the community would just have to wait for months without nothing to get its teeth into in the meantime.
Hence the purpose of Nemesis DLCs ...

I understand it. But this is not a service for community to shorten the time because you are asking payment for this. It is not we give community something before the SOUTHAG is out - because this will be free for all pass owners.

I just feel like there should be at least a discount for Season pass owners.
