Because there is a thing called 'scope' in development, and you can either go the way of something like Star Citizen where it is as wide as it is tall, which ends up in development hell, and never coming out, or you go with a smarter development plan where you instead of narrow the scope to a smaller, more manageable package, and then expand from there.
All you have to do is look back at the Wargame Series, it is just that simple. European Escalation started with the same thing, Germany. Then we got Airland Battle which expanded into Scandinavia, and finally Red Dragon which moved the front to Asia.
It is a checklist. Once they are done with Germany, they move to other locations. In order to add Asia front to the game, it would require an entirely new set of terrain assets to be made, followed by the units and maps, both of which would require far, far more than a simple DLCs worth of development time.
Patience is the key. Odds are if Eugen could wave a magic wand around, they'd give all of these things to players, from the Middle East to Asia to the Nordics, with hundreds upon hundreds of Divisions for people to play with, but the issue is that they don't have the said magic wand to wave around to make that possible, so they'll have to go about it like mortal developers.
