Can you tell me how much time you wait on the startup loading screen ?
We have an integrity check running that should be fast on SSD and the worst I could get was 45s on my benchmarks on an HDD with a busy CPU.
As a test, could you try to launch WARNO and wait for something like 5min to see if it finally boots or not ?
If you're still stuck after that, you can try to remove C:\Users\<YourUserName>\Saved Games\EugenSystems\WARNO\EugGame.lock to bypass the verification.
It would help if you try to launch it while waiting first before trying this so we can gather some info on this problem to fix it for everyone else.

Edit*** so sorry, it did finally work after about 6 minutes. I picked "Yes" when prompted about Last Known Config

haha, no problem. I figured other people have had this experience, and that the answer was out there
I removed lock file, I delete whole folder. I varified data. I reinstalled game completely. I removed all mods. I waited. So far nothing helped. Any other idea ?
Could you contact support at: eugsupport@eugensystems.com describing as much as possible your problem and what you have on the screen.
Also, have you tried disabling the DLC, just to let us know if the problem could come from that?
