The biggest glaring difference is the Division system by far. Every Division has their ups and downs, so the days of cherry picking the best is now long gone. Also you do have less numbers overall.
Which means that your own personal preference matters a lot more on what you want out of your deck. Do you want more numbers or quality, Infantry or Tanks, IFVs or APCs, and so on.
There really is no power creep so far in WARNO, the meta 1v1 divs are all in the base game, or in the Early Access Pack primarily. The Division system is able to ensure that the power creeping is held in check as even if they give some shiny or great units to certain Divisions, it usually also has some notable disadvantages coming along with it.
Also usefulness of Divisions fluctuates based on the size of the game. Some are top tier in 1v1, but fall off completely in 4v4, as some Divisions are more aimed to be supportive ones over battleline.
The overall most rounded battlegroups I believe are the 3AD for the US, and the 39. for the Soviets, but as someone that primarily only plays with the true gamer Divisions like the 35th US Infantry and the Berliners, I am not the best person to advice what is actual great new player Divisions.
For second I just cemed rd for few hours so I can't give an anwser to that.
For third question anwser is depends. Northag added 10 divs (5 to each side). Some of these are realy good (US 9th Inf , Soviet 25th Tank , East German 9th Panzer are good ones) while others are not. Bigges power creep is Soviet 76th VDV for its Mig-31's but others are mostly balanced. Most dlc's favor pact to certain extend so this can change. 9th Inf is good and is a hard counter to heavy tank divs (which keeps some divs in check) while 76th is balanced with French 152nd in same nemesis dlc by being a good counter. So basicly dlc has some creeps while coming with tools to counter divs. Mujahaddins of 9th Inf US with hellfires is nothing but a super joke that gets funnier when you get destroyed by them.

For NATO, try the following:
Germans: 5 PanzerDivision or 2PZ-Grenedier division. These both have a variety of units and they're not too expensive. You have a mix of Heavy + Medium tanks. Lots of AA choices. Be warned, the German infantry are not very powerful at holding their own, you really want to support them with your other units.
USA: 8th Infantry Division or 3rd Armored. 8th has a lot more medium cost units, so may be easier to pick up, 3rd is a bit more challenging since you have to keep your expensive units alive and everything costs a lot.
Brits: Berlin Command has a nice mix of everything, and generous slot costs, so you can play with a variety of units, but you have some weaknesses too.
Would not suggest playing the British armored or infantry divisions, they are quite slow and you need to compensate for their weaknesses. The airborne divs are fun to mess around with but keep in mind it will be very difficult for you to hold ground since you are often lacking heavier armor to hold the line. It can be fun to play to zip around and close gaps with your team in larger team games.
The french are also a 'shoot and scoot' lightning strike divisions, so you can't really slug it out with them, which is why I would suggest learning the other basic divs and getting familiar with the maps first.
For PACT:
39-Ya is a very well balanced mechanized division. You have loads of IFVs, Helicopters, and heavy-ish tanks. Loads of artillery. Really, nothing to complain about, I think it's the best jack-of-all-trades divisions the soviets have, although you lack in cheap tanks - but that's where your IFV's come in.
Honestly, KDA is fun for meme spam. Probably not the best division for learning to play well, but you can just throw more and more troops at your problem. And hey, that's how PACT fights :)
7th Panzer is fun for having a division that has access to lots of affordable medium tanks, but you don't have access to as much high-tech soviet stuff, and you don't have auto-cannon IFVS to support your infantry. Your tanks also have shorter range, so this division is good for maps that aren't huge wide-open plains, but for holding down medium sight lines
29th is good for having access to more expensive high-tech stuff, I think it's a bit easier to manage than 119th since there are expensive units but you're not spending MASSIVE amounts of $$$.
Honestly, the polish divisions have a lot of generalist/all-around troops with medium armor, those DLC divs might be good for a beginner.
I feel like i should know what i´m doing but i was late to everything.
I could not estimate any distances or unit speeds or anything else correctly.
Ok. I´ll just do deck for forest and city fighting. Just inf and things to support them. No radar AA and minimal air game until other things go better.

When you are getting started, playing against the AI is fine. You can watch the replays to get a feel for how fast units move and weapon ranges. this will also help with placing recon and AA.
The manpads are always a good idea for your AA. Enough of them will cause trouble even if you still get bombed.
Once you can beat medium AI consistently, you will be more than capable of playing 10v10. Most people are worse than the medium AI.
Problem with playing against AI is that you do not learn anything but controls.
It is pvp that really teaches what works and how to cheese 10vs10.
I had forgotten the bad parts of matchmaking and how spammy bigger matches can be.
One would think that some sort of improvement would have happened along the years but it is was perhaps the most familiar experience so far.
Anyway, I shall persevere. After just a few matches my skills are improving.
It is an uplifting story of a middle aged man´s journey from being awful in a kind of a niche game in to being mediocre in a kind of a niche game.
I do have some more questions.
Is defensive behavior worth it? And how about that automatic seeking of cover?
So far those seem a bit disruptive. I had one tank move out of treeline in to the open on its own and side shotted because of it.
Is there consensus on what are the best behavior settings?
