Personally i think that's another mistake. Just middle Germany and no other variation.
Imagine the invasion of denmark, with paras and naval infantry. One dude got maybe 4 rounds to scout and secure important areas to provide reinforcements or the other is easily able to joust him out.
If you than add a little bit of randomness to it it also can be replayed for on or two rounds.
I also don't think ships are out of scale considering the zoom level.
But maybe the should be smaller and play more of an support role
Compare that to Germany, tis mostly made of woods, mountains and rivers. Except for the woods, mountains and rivers barely matters.
You got ground level and above ground level but that's it. River are there but barely matter in skirmish and not at all in AG.
There would be 0 naval units on tactical level.
Pls. forget the Navy. RD had already proven that it was a bad idea. If you wish to play naval I can recommend tons of games from Harpoon up to this or the COMAO.
