Actually, I *think* 4% is the default.

Honestly, I don't have a problem with it. Once I hit the higher end of the income "cap", I think to myself, "there are a quite a few units I need to manage and keep alive as long as possible". If I take losses, then I can bring more reinforcements to the field quickly as my income increases.
