Update Download stuck at 47%

Does anyone else have this? The game started a 12.66 mb download this morning and is stuck at 6 mb. No matter what I do, restarting my computer, restarting steam, restarting the download... it won't progress at all. Anyone have any idea what I can do to fix this? Steam won't let me play the game until it's updated/

it says content not available anymore. Well? Cant roll back. Cant play cause game want to be updated.
