the rocket fled 500m away from the target and planes with S24 is just useless.
In fact missile was quite stable and accurate IRL as can be seen in different sources like this:

Come on! Who ever at unit design department woke up and thought that flying jet planes to fire 2-4 big ass but inaccurate missiles at ground target is great idea?
News flash but if it wasn't accurate - noone gonna risk a plane+pilot to fire 2-4 of these at the enemy
You'd have to travel back to the 1960s and ask whichever Soviet design bureau was behind the S-24. :b
A 15 meters deviation at 4km don't seem very inaccurate, anyway, the issue they are reporting as I see is that is just flies off to nowhere instead of just hitting the ground a few dozen meters from the ground.
