Good. I'm happy to see the community finally waking up from their deep hypnotic sleep and realizing how much of a ♥♥♥♥ show this game has turned into. I didn't think it would take this long since the introduction of FOB's and the reduction of fuel autonomy on units but here we are.
How to balance the thing is a different matter however. Point cost honestly hardly makes a difference, because the 10v10 crowd will still not find the thing disappear from the starting lineups as the mode actively encourages it. Stat-wise my best idea would be to reduce the amount of rockets fired per volley, though that comes with its own set of problems that it doesn't need to reload between firing, it can just resume aiming to another spot, making it even easier to spread the flame around.
I think you straight up cannot unitwise balance artillery for 10 v 10. Not without making them comically useless in 1v1, which artillery almost is already. The battlegroups need to work differently in 10 v 10. Its an availability issue. If you only had 1 or 2 artillery units tops, and maybe took a look at how resupply works in 10v10, this could be made to work. But really, Eugene needs to grow a pair and just axe that game mode. People are too insecure to play in smaller teams but they will benefit from it in the long run. In smaller games, there are far fewer artillery pieces.
I think the game should be balanced around the mode that the game actually ranks you in, that is 1v1. And in that mode, this unit is simply strong, but not broken. It already has its 5 minute reload time. And KDA is DEFINITELY not broken, as you note.
(As a side note, you can already fire it in small volleys by simply pressing the stop button when its firing.) It will still reload after 40 rockets total however.
Oh absolutely, I meant that the 10v10 crowd won't be happy as long as it exists, which means that there is no way to stop the whining, not that I would ever think 10v10 something that should be taken into consideration for balancing purposes. It is unbalanced by sheer nature of the mode.
However, I do consider that divisions should be balanced from 1v1 to 4v4, so the standard gameplay modes. Making them balanced only in 1v1 will heavily limit what the devs can do with the divisions, as some are definitely designed more with teamplay in mind.

A. The problem with Volcano wasn't the spawn point. It was Discord fwiends chaining napalm on the spawn point, to absolutely preclude spawning beyond even the random chance of artillery shells falling. This particular unit is stupid, and it has nothing to do with balance.
B. KDA has 2x Malka, 2x Smerch, 4x Mig-27M, and 4x Buk. Also T-62's are just slow BMP-3's with higher armor.
C. I'm memeing and dunking on people with 10k screenshots. Y'all are the ones crying "nuuuu not my BM-24 napalm....."
