Moreover modding tools are not very comfy to use (you need to update the mod every
game update).
And a cherry at the top - modding tools are broken rn. So no mods are available with current update.
What bothers me and stops me from continuing my mod is that while Eugen can edit your modding file, they don't make the necessary changes for you. Making a mod might be easy here, but maintaining it is just way too troublesome, especially for overhaul mods. So I doubt the modding community would prosper under such unfriendly environment.
And Eugen turns nations into divisions simply because they want to sell copy and paste contents. If there are user made contents that are better than those copy and paste DLC, then fewer people are going to pay for Eugen's crap. Like for ARMA3, how many people will pay for the CSLA DLC when there are numerous cold war mods with higher quality? So will the greedy Eugen give access of unit modelling to the modders? I don't think so, at least for now,
EUGEN needs to understand that most would not reccomend the game without modding.
This is a vital part of the game and without it there is no warno for a lot of players
Taxes are high indeed. They could just raise the price of the game, which they already did comparing with the prices of SD and WRD. Or they could just keep making DLC for WRD, which has a larger and loyal player base so as to make some extra cash. But not making SD2 style duplicated divisions which they don't even need to do reskin and new voice acting. The modding community keeps a game alive. In some ways, modders are helping the devs to make profits. So it's weird to ask players to pay in order to make mods. One thing they could do though, is to make player-made mods into DLC, like Bohemia Interactive does.
Well of course Eugen can't just take someone's mod and monetize it for their own profit. They would have to negotiate and share part of the profits of the DLC to the modder or the modding team. This is how community DLC work in ARMA3, which I find practical.
A better official modding tool shouldn't cost modders a single cent. As I said, modders are in some sense helping the devs to earn money for free. So it doesn't make sense to pay for a modding tool. Besides, I think Eugen has promised to offer a map editor. Yet, it's in nowhere, just like the FOB they promised to add.

it would be an interesting system, but have to see if they can even do it, it seems that the engine is very complicated, so maybe they can't do it (I would like them to say so in this case). but yes, the game would be clearly better if we had total conversion mods
