Move left and sound goes right = unit right of camera.
Move forward and sound goes backward = unit behind camera.
It's literally just spatial awareness.
The specific arty type doesn't matter, because you're going to fire on the same area where the sound stopped, regardless of what unit that is.
This is not intended gameplay or an active balance choice made by the developers.
Why are you assuming I move them next to the FOB ? I actually use helis to move supplies because when they land they make the least noise because the engines stop. Still your friendlies might move their trucks around it.

And when you buy 2 artillery pieces for support, use them, move them and they still get discovered and destroyed because an idiot on the other side does nothing but sound locate? That forces me to balance my forces?
The idea that the sound exploit is intentional design is laughable. Eugen simply claims that it is intentional because they do not want to admit that they lack the ability and talent to change it.
They had Eugen maps devs on SD League Twitch stream, I asked about it and they acknowledged the bug and said they are working on it. At about 1:14:30
