For a 34-min game, Very Hard, 0.75x income and 1500 start points, a sample destruction is 8950 points, while the actual net income is 7935 points. there are still units on the battlefield therefore the bonus might be larger.

An interesting issue also occurs as the Hard Friendly and PACT AI never win Hard NATO Hostile AI, I have no idea if it's a bonus issue or a balance issue.
Dont own the game but played Steel Division 2 vs AI. I believe allied AI is a bit dumbed down to make up for the fact its ally is a human player.
The only factor on AI behavior is the difficulty setting the player sets them to.
Like Nero said AI don't cheat except for income bonus and unit availability in Very Hard and hardest difficulties. The hard AI don't cheat.
The bonus are the following : Very Hard income / number unit +50%; Hardest income/unit +100%. No bonus for Hard AI.
You are not the only one to think AI is dumber with an ally, but like DasaKamov said we will never do that. The AI must be fun and challenging for the player and this is totally counter productive to make a dumber AI for playing with human. So if you play with a medium AI, it's exactly the same as an opponent medium AI. The differences might come from decks. If you have some idea of what makes you think that, I'm really interested to ear about it.
We put a lot of work on the AI, like I said before, AI don't cheat (unless very hard and hardest, but this is meant to), right now I think AI is a great challenge. If you are an experienced player, very hard is a great start. If you are a totally new player, easy is really good to learn the game and medium a challenge. Warno is still in early access and we put daily work to improve AI. There is a lot coming in the next patch, airplane AI improvement, supply improvement, strategy balance and of course bug fixes. If you played and liked sd2 AI, there is a big chance that you like warno AI.
