BTR-60 and SPW-70
shouldn't these vehicles be a bit different when it comes to stats? since the SPW-70 which is essentially a BTR-70 is an improvement over the BTR-60

No, the difference were so minimal they there would be no stat difference.
That's also the reason why the Soviet barely transitionned on the BTR-70, and why the BTR-60 was stil (overwhelmingly) the most used Soviet wheeled APC in Germany in 1989.
Actually, IIRC, DDR may have had more BTR-70 than Soviet troops on its soil.
