Probably because Navy wasn't exactly played much, or terribly fun. It was a cool novelty, but I think it could be done better if it was done more as a primary focus, rather than a feature in addition to.

Because the naval gameplay in Red Dragon was horribly unpopular and badly balanced, and they didn't want to waste their time on that sort of thing again?

This title is also very focused on a single place and time, and it's rather hard to bring a missile cruiser down the Fulda Gap.

ships was beautiful, but that's it, played Navy scenario only two times.

Would be nice though if you did a Wargame with Navy as the primary focus :)
