If you got mates overseas see if they can gift it to you. If not, change your profile to make it look like you are a girl and then hit on someone on steam for a while, then tell them u will send them your snapchat if they buy you the game. Foolproof.

Foreigner here living in Russia, my Russian-issued visa cards still work here despite sanctions. Maybe it's just the specific bank? Have you tried with more than one card?

к сожалению не одна, проверял
к тому же все деньги у меня на сбербанке, а перевести их на другую карту уже врятли получиться

Открыть счёт на киви в казахских тенге, либо использовать пейберри, а потом на кошель стим. Комиссия большая, да. И в случае киви ещё на курсе что-то сгорит. Это не закончится, рынок СНГ убыточен, никто ради жалкого рубля не вернётся. Лучше готовь соленья и консервы, лекарства и так далее. Воду питьевую особенно, жить с камнями в почках никто не захочет из-за воды из-под крана.
