Would be nice if you can have something for prisoners to rise their Blood Quality. Liek giving them fish instead of rats or something. Would also give the fishing more use.
The default admin console is rather limited in functions, as a server operator you'll want Kindred Commands (KC for short) this gives you options to increase gruel percentages & mutation replacement via set of chat commands.
You can also spawn in unobtainable blood types (such as mutant & immortal) in whatever percentage quality or NPC you wish - this latter option I find useful for rewards for special events to prevent making it OP or an overly distributed sort of thing.
As for the OP, if you're playing solo you're less likely to run into any 100% blood units unless you're killing every major cluster of mobs on a daily to allow them reset which permits a higher RNG based re-spawn for said numbers to appear.
in my experience, its harder to find 40 and 60 than 90 and 100
Twice I've either accidentally killed a 100% due to being stressed by the trigger happy enemies or one suddenly getting swarmed by mutated rats or struck by lighting, yes both times it was in Gloomrot. Never saw one again after that when I started to be more careful and prepared for their appearance.
RNG, feels like it's reading your mind to not give you what you want half the time.
I don't know anything about, and don't use, admin commands; but I do know that the way to farm for 100% blood types is to 'check and clear'. Go in with the ability to see all blood type percentages and kill anything that isn't 98-100. If you find a 98-99 you can use the item that has a chance to improve the blood quality, and if it's 100 you are good to go. You could of course try to improve the quality more than that, but with at 35% chance for it to go wrong you really don't want to be pushing multiple attempts.
If you don't clear the areas, the npc's that are there will stay just as they are. I don't know if that's true across multiple sessions (such as if you quit and restart) but it is definitely true for as long as you stay logged in to your server.

You got lucky, don't assume everyone else have that same luck.
It's the same issue with Legendary Weapons, I've beaten all bosses and have nothing else to strive towards but at least one Legendary weapon, 5% drop chance.
So my next start from scratch is going to be dice rolling against the computer again.
RnGesus only decides if you get the quick and easy or not, nothing else. I have not had a single game where I did not find them.
Do some work if your not one of the lucky players.
Same thing for legendary weapons, I have 3, and given away 5 ... again it takes work. And you can even BUY THEM. Gosh, didn't you know that?
Low chance of dropping and being available in the merchant that sells them, I've checked multiple times.
There is no "quick and easy" in this game, it is very much based on luck.
If you're going to boil it all down to "get good" and "grind constantly" with a condescending attitude then I have nothing else to say to you.
Yes you can farm for items and high quality blood and you can buy some items off the merchants. But RNG will decide if those items or high quality blood will be there every time the dice is rolled and sometimes it will roll 1 in several rows.
Makes fighting Solarus, Talzur, Adam and Dracula not really worth it beyond beating the game.

This is more-or-less correct, if you don't like the % they need to be "removed".
Things to note:
- Most NPC persists, especially those in safe areas (Bandit Fort, Dunsley Monastery) so you (or other ppl if in a server) need to manually remove them.
- Some NPC dies often due to encountering hostile patrols (Farbane bandits, Dunsley-Mortium Border Camp, Gloomrot camps) so sometimes you just need to pass by.
- A few NPC have a day-night respawn cycle (Dunsley Market Villagers) so no need for removal.
As for the console, not entirely sure but maybe it doesn't disable em.
