It was 50% off until the update, now that the update is out the sale is over.

I was able to get the cosmetic DLC on steam this morning for 20% off in the bundle. Since I already owned all the past DLC, I was only charged for the new one. $15.99

It wasn't on sale till update. Been checking every few days before update
Devs said 50% off when update hits.

Actual best guess is in 25 minutes which is when the daily sales changes, i think you basically need to queue it up on steam and then they will deal with it.

Should be sometime today, I've been watching the price for two weeks and a sale wasn't 'until the update' or 'just ended'. You can check sale histories guys last Steam one ended on the 20th of March if you're not 100% on something don't tell people ♥♥♥♥ lol
