It would be nice to have some real survival mechanics like starting a fire and equipping clothes to keep warm, but you're a vampire who is technically dead anyway. Your blood does drain so you have to hunt and feed.
Resting in a coffin pauses your blood drain until the rest ends. Consumables timers, however, are not paused.
But it's still fair to call this a survival as it has some survival elements, even if the focus is on different things.
it is considered survival cause you build base and have to get a resource to survive - blood.
Do not think it has more survival elements than that.

Resource management: Players must manage resources to survive, such as hunger, thirst, disease, and mental state
Fending off threats: Players must navigate through the environment and fight off threats to survive.
Seems to me V rising meets all of these requirements.
besides, at 1 hitpoint you're basically dead. Certainly shouidn't try to fight a mob for blood.
