im pretty bad at the base building i have floors and walls to make "rooms" and i stick the machines in these boxs ;)
Destroying existing stuff like walls, flooring etc is free, meaning you get all your materials back after destruction! Structures can be re-positioned easily and without problems.
Re-location of your base is with this update as easy as ever as you can just port your base from the starting location or anywhere else to a later location.
There really is no skill needed to build a base and it is as easy as possible. Look at the tooltips inside of the building menu and you will get most of the functions without thinking.
Just start the game and see for yourself, if you want you can just play in private without Multiplayer and with choosable difficulty so the game can be hard or relaxed.
