LAN/Offline mode
To play V Rising without an internet connection you need to follow these steps:
Before you disconnect from the internet you need to
Start Steam
Go Offline on Steam (Steam -> Go Offline…)
After this, you can disconnect from the internet
Start V Rising
If you are hosting a local server you need to start the server in LAN Mode by using the checkbox in the UI or starting the dedicated server with the “-lan” parameter
If you are connecting to a LAN server you need to check the “LAN Server” check box in the Direct Connect to Server window or by using the “ConnectLan” console command

If you just want to play by yourself, make a private server and you're good to go. As simple as it gets.
The thread announcing they were working on a solo option was "WHEN CAN WE PLAY OFFLINE" <- real dev made title.
This game is a pvp game with pve progression and designed to be played on a server.
Go cry about it and go LAN, turn off sunlight like every "but muh offline mode" player does.
Actually it's a open world survival progression game with pve and pvp elements mixed. Since when did this game focus primarily on pvp?
You may play pvp, but it's not a primarily pvp game. Hell, the entire progression is tied to pve content while pvp is still early in design and lacking a lot of depth that pve bosses have.
Also you can have someone else enjoy the game a different way than you and not be rude to them. Go back to Rust if you want to be toxic and passive aggressive. This game is in Early Access and needs as many kind-hearted players as possible to spread awareness to those who are still considering giving it a go. Being rude like you were is just counter productive, especially if you focus on pvp, since you need other people to get your enjoyment, may want to not push them away.
You can start calling it a pvp game when you can progress through the abilities and gear by only killing other players. Until then, it's a pve survival game with pvp elements.
The only issue you'll find as you progress is long crafting times/mission times as you progress as those only tick while the server is active, so in solo mode when you're actively playing. But you can always hop in your coffin and leave the game running overnight or whatnot, or change options to speed crafting times up. The default times for crafting are built with a persistent server and slowing down PvP progression in mind.
I haven't gotten the game yet, but I am eagerly waiting for the full release.

The only problem i have with this is that when i go offline, it isn't by choice, it's not something i have control over. Hopefully they iterate on it some more, so that if you drop service, you can still hop in, without having to go through the steps listed. It also acts as a form of reassurance, as you would have full access to the game all the time. They also could have just worded it weird and it behaves just like i have mentioned.
