Promised the Machinists that I'd pass Machine-Centric Shifts
Turns out, Machine-Centric Shifts is already enacted. Now the machinists are furious at me for not passing Machine-Centric Shifts. At least they'll have extra time to be angry at me now.

I ended up having to reload 19 weeks before, pass mandatory crowding (fixed agenda), wait 10 weeks to repeal Machine-Centric Shifts, then call an emergency council meeting to reinstate Machine-Centric Shifts.
