Researched buildings disappearing from build tab.

My city is in a state of squalor, due to the buildings that are meant to fix it missing from the tab after researching them. i managed to get one moss covered tower up before it too disappeared. I have a quest that triggered due to the amount of squalor, and i see the small exclamation point pointing me where to click, but the Recycling Plant is missing from the buildings as well. am i missing a subtab or something? Ok after playing around with the display settings i have determined that the buttons are past the screen unclickable. i have a Wide blank space at the beginning of the bar and its pushed all the other *hidden* buttons past the screen on the right.

EDIT (fix?): Found a way to move the buttons. Use the scroll wheel to move the buildings back and forth on the tab.
