Game Breaking Bug: Can't resume construction of city council

I placed the city council, then paused its construction to shore up my city before the vote of confidence. Now, when I press the "resume construction" button, it looks like it toggles, but the building doesn't get constructed, and if I close and re-open the details window, it's back to a paused state.

I can't continue, so I'll need to restart. Luckily, it's early enough in the game that that's not a *huge* deal, but still.
