It is a grid of black dots around ur cursor.
It is the range of the next pin you can place before connecting to another pin.
The range is bigger on Skyways,
And the range is also follwing height from the map and unlocked area if not scouted yet.
Each click you make while on path making, cost 50 heatstamps and ressources.
(at least on captain difficulty)
And to be able to go throught height differences (mountain on most cases)
You have to consume more Heatstamps,
Since you have to press almost on the near your own position.
Is that the issue ?
Are you talking about settlement which can collect food with 10 scout teams and can be depleted ?
Those node does indeed not have pin to connect with pathways.
Certain other depletable settlement can become a permanent outpost but are required a path to extract from from their discovery
Settlements: Example - Dreadnought. This is an outpost that can become a secondary city. I cannot create a path to location in the Horizon Utopia Builder scenario. I have this issue with ALL settlements on the map no matter how many times I restart the scenario from main menu (not load).
I did not have an issue creating a path to Winterhome in main scenario, however. That worked.
Additionally, many of my resource outposts that require paths will not activate and provide resources when a path is created, be it track or skyway. It seems to be completely random as to whether I can get it to work.
